Mr. Richins has been the Worland City Attorney since January 2, 1989.

The City Attorney is appointed by the Mayor and confirmed by the City Council bi-annually during the first meeting in February. It is a part time position consisting mainly of the following duties and responsibilities:
- Give legal advice to the Mayor, City Council, and City Department Heads;
- Draft and present City Ordinances, contracts and any other necessary legal documents;
- Prosecute Criminal Cases in Municipal Court;
- Represent the City in civil, employee, and administrative matters;
- Enforce the Worland City Code;
- Attend City Council Meetings and any other meetings as necessary; and
- Work on various legal projects as needed.
