Mr. Richins has been the Worland City Attorney since January 2, 1989. The City Attorney is appointed by the Mayor and confirmed by the City Council bi-annually during the first meeting in February. It is a part time position consisting mainly of the following duties and responsibilities:

  • Give legal advice to the Mayor, City Council, and City Department Heads;
  • Draft and present City Ordinances, contracts and any other necessary legal documents;
  • Prosecute Criminal Cases in Municipal Court;
  • Represent the City in civil, employee, and administrative matters;
  • Enforce the Worland City Code;
  • Attend City Council Meetings and any other meetings as necessary; and
  • Work on various legal projects as needed.

Mr. Richins has a full time private law practice and is currently a member of the following law related organizations

  • Kansas State Bar
  • Wyoming State Bar
  • Washakie County Bar Association (President)
